The Assessor of Property for Knox County is Mr. Phil Ballard.  Mr. Ballard won this position in the August, 2008, election.    The position is elected every four (4) years.    

Mr.  Ballard's Office is responsible for maintaining the values on all locally assessed real estate and personal property.  In addition he maintains records containing the descriptions of each property and sends taxpayers notices of changes in values.  He must maintain in his records changes in ownership occurring each year and also change all mailing addresses as requested or as appears on deeds.   Further, he sends each business taxpayer each year a tangible personal property schedule and makes the ensuing computations of the value for assessment purposes.  In addition, his Office maintains a detailed set of tax maps for the entire County.

The Assessor also works closely with the County Board of Equalization and a representative from the Assessor's Office must sit with the County Board of Equalization at all hearings of value protests. 

Knox County contains over 177,000 real estate tax parcels,  over 28,000 of which are commercial parcels.  There are also approximately 17,000 additional tangible personal property accounts.  The Assessor's Office employs over fifty (50) people of which approximately thirty (30) will be involved in property valuation process.  


In performing the main function of the Office; that is, to make assessments for use for assessment and tax purposes, the Assessor actually values each property at its 100% value or market value also referred to as actual cash value.  The Assessor’s appraisal is the only subjective function in the assessment and taxing process.
