The legislative body of each local government is responsible for voting on the tax rates.  For Knox County the County Board of Commissioners meets each year to review the tax rate and make increases if necessary.   These Commissioners may be contacted at the following link.

The City of Knoxville also levies taxes using the assessments made by Knox County.  Any property located within the City is subject to the taxes. The rates are voted by the City Council and the members may be located at the following link:
